La Nacíon Time to Bounce Argentina From the G20 (Print edition attached) Thursday, June 3, 2010 By Sandro Gozi* After defaulting on its debt in 2001, Argentina spent the subsequent decade in the international financial wilderness. During that period, Argentina has tried to get back into the good graces of the international political and financial communities by offering to restructure its debt. But the paltry terms offered by the Argentines have been historically unprecedented and insulting to bondholders. Today Argentina is attempting to re-enter international debt markets. Because the Argentine government has been unsuccessful in reaching their target adhesion rate, they have now extended the self imposed second debt restructuring by two more weeks, until June 22. With the extension they hope to pressure pensioners and other aggrieved parties to settle for much less than what they are owed, even ‘welcoming Argentina back’ to the club of international good credits. This won’t happen. Economy Minister Amado Boudou accompanied by his full team has recently been on a long international roadshow to rally support, and specifically needs the support of the 180,000 Italian small bondholders to reach his goal of 60% acceptance. I met with Minister Boudou in Rome during a recent trip and informed him that Argentina would attract more foreign investment from Italians if it offered a more acceptable restructuring than its 2005 debt exchange. Right now the Economy Minister has unfortunately not taken up such advice. On the contrary he considers the offer a sort of gift in a time of crisis. It’s a matter of credibility toward Italians that the Minister considers close relatives. And if the recent protests by Italian bondholders outside of the Argentine Embassy in Rome on the day of the visit and the continuous rallies outside Rome’s main institutions are any indication, Argentina will may likely come up short of its goal of easing relations with foreign bondholders. The bondholders know that Argentina has ample capacity to repay its debts, but insists on withholding payment. Capital market actors won’t ignore the facts before them. Instead, it’s time for Europe’s political and financial class to acknowledge reality and get tough with the regime of Cristina Fernandez. It’s time to bounce Argentina from the G20. It’s ironic at best that Argentina remains a member of the G20, but countries like Spain, a more responsible member of the international community, does not enjoy such membership. Membership in the G20 comes with privileges that Argentina no longer deserves. Since its founding in 1999, G20 members have enjoyed the status of being part of a group of global financial leaders who work jointly to ensure the stability of financial institutions and smooth running of international capital flows. Argentina no longer shares the same goals and interests as the other members. Indeed, it has been actively subverting these shared goals for close to ten years. Consider that Argentina is the only G20 member with significant debt in arrears. Once one of the world’s wealthiest nations, it now ranks 30th on global GDP, behind more suitable G20 candidates such as Belgium, Denmark and Taiwan. And most of the debt still owed by Argentina is to parties in other G20 nations like Italy. It is worth reminding those who support forgetting Argentina’s financial sins of what’s at stake. In Italy, over 180,000 pensioners and retirees are owed over $4.5 billion from the Argentine government. Far from being ancient history best left to the mists of time, the dispute is currently before the International Center for the Settlement of Investment Disputes at the World Bank. Indeed, Italian and other European pensioners have a very strong case against the Argentine government. Argentina’s initial offer to bondholders under the Presidency of Nestor Kirchner was to repay 27 cents on the dollar. This raised hackles in the global credit markets since even extremely poor and underdeveloped countries that default will traditionally offer at least 45 or 50 cents on the dollar. That an industrialized and relatively wealthy G20 nation would tender such an offer was a source of global bewilderment. Argentina’s actions run afoul of international capital norms and best practices. They are deliberate abuses of the international financial system. And they are evidence of Argentina’s unsuitability for G20 status. It was only a few years after the G20 was founded that Argentina defaulted on its sovereign debt. Since that time, it has had almost ten years to get its financial house in order. It has staunchly refused to do so, a fact that has currently been on display once again. none!... ![]() ![]() ![]() Tutte le adesioni saranno irrevocabili e non potranno essere oggetto dell’esercizio di un diritto di recesso, salvo che la Repubblica Argentina: •proroghi il Periodo di Adesione all’Invito Globale di oltre 30 giorni di calendario; •sia tenuta a concedere il diritto di recesso in base al diritto dei mercati finanziari italiano o in base ad altre norme di legge rilevanti; •decida nella sua assoluta discrezione di concedere comunque il diritto di recesso. E se l'argentina non raggiungesse il 60% sarebbero invalidate le adesioni raccolte fino ad ora? none!... nn c'è limite minimo

Leggendo il forum tedesco, un forumista riferisce che lui aderisce perchè Nielsen (ora colà grande ambasciatore e ben noto infame dalle nostre parti come altrove) "ha detto che chi non aderisce, non avrà più nulla".
Altri dicono che non aderiscono. Non so se avete sentito in questi giorni che l'ex capo de FMI Hoerst Khoeler ai tempi dei nostri "acquisti" e ora addirittura presidente della Repubblica Federale di Germania, se ho capito bene, è stato obbligato alle dimissioni, perchè in Afganistan ha detto: "si sa siamo qui per affari". Quest'uomo è stata una rovina, con grandi favori per quella infame nazione di nome argentina. Con il prestare a zafunno, e poi arrivata l'ora del controllo, e a metà o giù di lì del 2001, basta soldi. I ladroni allora, cacciano De La Rua, e dichiarano default. |
