His nation has been hard hit by a decrease in remittances sent home by migrants, lower prices for the oil that funds 40 percent of its budget and disappearing foreign investment. Correa, a U.S.-trained economist, blasted "the lack of a discussion at the summit about the causes, consequences and alternatives" of the crisis and how to buffer the region from resurging poverty. While Silva managed to get the regional meeting of finance ministers moved forward to July instead of a pre-planned 2010 date, analysts questioned why it wasn't changed to May or June. "Why don't they meet now instead of waiting?" asked David Fleischer, a political scientist at the University of Brasilia. "They are not taking it that seriously." The U.N. last month revised downward its projections for economic growth in Latin America this year, saying the region's economy will shrink 0.3 percent. Obama touted the promise of financial help from the International Monetary Fund, which has said it will triple its overall lending capacity. But no leader publicly discussed how much Latin America might get _ though it was recognized that Haiti and several Central America nations are in the most desperate straits. Obama also said the U.S. was "urging" the Inter-American Development Bank, the region's principal non-private lender, to boost loans to Latin America and the Caribbean. But his own treasury secretary, Timothy Geithner, would not commit to providing the bank with new funds when he attended its annual meeting in Colombia on March 30. It was never considered to have Obama announce a sweeping Latin American aid package, his aides said before the summit. "That's the wrong approach and it's one that has been discarded," said Jeffrey Davidow, a former U.S. ambassador to Mexico who helped Obama organize Washington's participation in the Trinidad and Tobago gathering. ... If President Barack Obama's goal at the fifth Summit of the Americas in Trinidad and Tobago this weekend was to be better liked by the region's dictators and left-wing populists than his predecessor George W. Bush, the White House can chalk up a win. If, on the other hand, the commander in chief sought to advance American ideals, things didn't go well. As the mainstream press reported, Mr. Obama seemed well received. But the freest country in the region took a beating from Venezuela's Hugo Chávez, Bolivia's Evo Morales, and Nicaragua's Danny Ortega. Ever since Bill Clinton organized the first Summit of the Americas in 1994 in Miami, this regional gathering has been in decline. It seemed to hit its nadir in 2005 in Mar del Plata, Argentina, when President Nestór Kirchner allowed Mr. Chávez and his revolutionary allies from around the region to hold a massive, American-flag burning hate-fest in a nearby stadium with the goal of humiliating Mr. Bush. This year things got even worse with the region's bullies hogging the limelight and Mr. Obama passing up a priceless opportunity to defend freedom. Mr. Obama had to know that the meeting is used by the region's politicians to rally the base back home by showing that they can put Uncle Sam in his place. Realizing this, the American president might have arrived at the Port of Spain prepared to return their volley. They have, after all, tolerated and even encouraged for decades one of the most repressive regimes of the 20th century. In recent years, that repression has spread from Cuba to Venezuela, and today millions of Latin Americans live under tyranny. As the leader of the free world, Mr. Obama had the duty to speak out for these voiceless souls. In this he failed. The subject of Cuba was a softball that the American president could have hit out of the park. He knew well in advance that his counterparts would pressure him to end the U.S. embargo. He even prepared for that fact a few days ahead of the summit by unconditionally lifting U.S. restrictions on travel and remittances to the island, and offering to allow U.S. telecom companies to bring technology to the backward island. Raúl Castro responded on Friday from Venezuela with a long diatribe against the Yankee oppressor and a cool offer to negotiate on "equal" terms. In case you don't speak Cuban, I'll translate: The Castro brothers want credit from U.S. banks because they have defaulted on the rest of the world, and no one will lend to them anymore. They also want foreign aid from the World Bank. [...] Instead the U.S. president simply floated down the summit river passively bouncing off whatever obstacles he encountered. The Chávez "gift" of the 1971 leftist revolutionary handbook "Open Veins of Latin America" followed by a suggestion of renewing ambassadorial relations was an insult to the American people. Granted, giving the Venezuelan attention would have been counterproductive. But Mr. Obama ought to have complained loudly about that country's aggression. It has supported Colombian terrorists, drug trafficking and Iran's nuclear ambitions. As former CIA director Michael Hayden told Fox News Sunday, "the behavior of President Chávez over the past years has been downright horrendous -- both internationally and with regard to what he's done internally inside Venezuela." Too bad Mr. Obama didn't have a copy of the late 1990s bestseller "The Perfect Latin American Idiot" as a gift for Mr. Chávez. Another way Mr. Obama could have neutralized the left would have been to announce a White House push for ratification of the U.S.-Colombia Free Trade Agreement. That didn't happen either. He only promised to talk some more, a strategy that will offend no one and accomplish nothing. It is a strategy that sums up, to date, Mr. Obama's foreign policy for the region. Qualcuno informato può informare più dettagliatamento i pericoli dipresczione i partecipanti al forum?
Quale azione intraprendere per fermare il periodo di prescrizione? A chi inviare l'eventuale lettera? e a chi deve essere indirizzata? al governo pro tempore argentino o al suo ministro delle finanze? c/o l'ambasciata argentina o c/o il nostroministero degli esteri, che poi provvederà a farla recapitare ? Sono tutte domande , la cui risposta è fondamentale per non trovarsi privi di ogni possibilità di intervenire poi, con grande soddisfazione del governo italiano , che con il caso alitalia mostra gran simpatia per i metodi argentini. anch'io avrei da fare una richiesta agli amici tangotrombati e cioè: già in passato ho avuto modo di leggere quì che qualche esperto indicavail valore attuale dei nostri bond, e precisamente qualcuno scrive che attualmente tra capitale 100 + interessi + mora o quant'altro il valore attuale è 160 o 170 .... chiedo pertanto cortesemente se qualcuno mi può fare una descrizione dettagliata, dimostrabile, realistica del valore 160 o 170 o quello che vale. ringrazio anticipatamente. |

Los U$S 1.500 millones del BID todavía están muy lejos
La posibilidad de que el Banco Interamericano de Desarrollo (BID) envíe 1.500 millones de dólares a la Argentina no es más que esa: una posibilidad. Pese a la reunión que mantuvo Cristina Kirchner con el titular de esa entidad, Luís Alberto Moreno, la cuestión depende de la recapitalización que Estados Unidos y los países centrales decidan hacer, como ya ocurrió con el Fondo Monetario Internacional (FMI) Moreno reconoció que está negociando con Argentina el envío de esos fondos. "Estamos en eso. Vamos a hacer algo muy grande en materia social", dijo Moreno desde Puerto España, la ciudad de Trinidad y Tobago que fue sede de la V Cumbre de las Américas, horas después de la cumbre con la presidente. Pero nada pasó de ahí por el BID, como ocurre con los organismos internacionales de crédito, necesita capitalizarse. Y la lleva de eso la tiene Barack Obama. La decisión que tiene que encarar el hoy líder mundial es cómo administrar los fondos de los bancos mundiales para reordenar el alborotado mercado financiero del mundo, pero también verificar la posible explosión social que pueden darse en algunos países en vías de crecimiento –como Argentina- sino se ayuda con dólares. En Washington, según dicen los funcionarios de la administración kirchnerista, habrá una discusión interna: si usar el dinero para recapitalizar el BID -como pidió la Presidenta y los líderes del cono sur- para aliviar a la región más pobre de la crisis, o si dirigirla a otros sectores, como industrias o bancos norteamericanos. El presidente de Colombia, Alvaro Uribe, ya se lo dijo a Obama en el cónclave americano: o se usa en estos países, o habrá anarquía, violencia y crisis de deuda, con consecuencias sobre la gobernabilidad. Pero por ahora, la Argentina aparece lejos del mapa del mundo con el que trabaja el primer presidente negro en la historia de los Estados Unidos. Mientras invita especialmente a Lula a la Casa Blanca, en quien parece haber encontrado su interlocutor con la región, sigue negando un encuentro bilateral con Cristina. De hecho, ni bien concluyó la cumbre, Cancillería tuvo que hacer correr la versión de una “felicitación” de siete diputados de los Estados Unidos, por el discurso de la presidenta en la apertura de la cumbre. También agregaron que esos legisladores estadounidenses le preguntaron “cómo hacer para acercar a los Estados Unidos con América latina”, según confió ayer el canciller Jorge Taiana. Pero la realidad parece otra.Según el responsable de la diplomacia de argentina, la cumbre fue positiva para la Argentina. "Hay un reconocimiento y un espíritu nuevo del gobierno de los Estados Unidos por el cambio en la relación con Cuba y con América latina", señaló. Ahora, Obama se encuentra ante la posibilidad de llevar a los hechos ese “nuevo espíritu”. Esos hechos, son la financiación de países que de profundizarse la crisis pondrán en juego su gobernabilidad. El titular del BID reconoció que Cristina le planteó firmemente la necesidad de refondear a la entidad para mantener la economía en la región. La politica degli USA verso i ladroni è chiaramente attendista .... si vedrà dopo le elezioni.
Le chiacchere e le promesse della kretina oramai sono solo aria ai denti. Il disperato ricorso al sostegno brasiliano è la resa totale, la fine di ogni velleità superpotencierà. Me ne ricorderò di leggere tra qualche anno, considerando l'orgoglio e la supponenza degli argentini, cosa diranno della coppia di kretini e di come hanno svenduto il futuro del loro paese per quattro spiccioli! |
